Based on consultations they made with 72 city leaders regarding the urban management of the world’s major cities, Barcelona was ranked first followed by Copenhagen, London, Melbourne and Munich.

Consultants including the Mayor of London, Boris Johnson highlighted how Barcelona had embraced and taken advantage of the Olympic legacy for urban development and cited Barcelona as a good example of how 20 years of urban regeneration was achieved in four years. The leaders of the world's main cities also appreciated Barcelona’s established global and innovative city model, which has applied the right strategy for attracting international talent.
